When an extraordinary vucaivy occurs in n. borougi', council between October I, 1013, and April SO, 101!), instead of holding an election in Ihe ordinary way the local body may by resolution appoint some suitable person, being an eleclov of the borough and not, otherwise disqualified, to hold office until the general elections of councils to be held on ,V-i| M. Ifllfl. Where on account of the epidemic any statutory meeting of a local body has been postponed, it. is made legal to hold such a meeting at any lime, before February 1, 1919. The expenditure incurred by any local body in connection with the recent epidemic is validated.
