GERMAN PROPOSALS TO CEASE AIR RAIDS y ■ IGNORED BY THE ALLIES Amsterdam, November i. Advices from Berlin (state that Germany, through the Swiss Government, has proposed to the other belligerents the cessation of aerial attacks in the rear of the zone of operations on the ground of humanity and the preservation of monuments of civilisation. The report says that German aviators were ordered to cease such attneks at the beginning of October.—Reuter.

Mr. Lansing (Socretary for State) has received a German Note stating Unit Germany ceased air bombing; qn October 1, and inquiring why the Allies did not do likewise.—Aus.-N.Z. Cable Assn. (Rec. The Press Bureau reports:—"The Independent Air Force on November 3 heavily attacked the railways ■•, in and around Saarbruekon, also the Buhl aerodrome, with good results."—Aus.-N.Z.
