Mr. J. Caughley, Assistant Director of Education, desires us to publish the following brief explanation regarding tho leading article in The Dominion of' August 30. He states that in this article refsrenco was made to his re- >. narks on technical education at the recent educational conference in Christchurcli' and The Dominion (ho says) made a special point of the facfj that while ho had shown how, in soma rospects, technical education had not; ■ found itself, he had given ho indication of tho policy of the Education, Depart* mentor of-his own policy in this con* nection. ;'■-•.'■
Mr. Caughley wishes to point ouii that, whenApsaking in Christclrarch, lie had expressly stated'that he" was speaking unofficially. His object was to analyse the present position and the activities otf technical • institutions, .in order that [the conference.-and the authorities concerned might better uiu derstand tho true bearings and the es» seutial/■needs, of technical education* He refrained from offering any policy. .•! or solution of problems, since he had no authority to speak for the Department. Mr.. Caughley, therefore, enu phasises the fact that his restraint in, this,respect, due to official custom,should not have been taken by Thb Dominion to mean . tliat ho \ had no policy in view, or that the Department had no,'constructive plans for techno car education.' The Department would deal with the matter through the recogiu'sed official channels '
