STILL ON THE DECREASE. One of the most Teraarkablo and interesting effects of war conditions is_ furnished in the report of. the Charitable Aid Committee to the Wellington Hospital and Charitable Board. The return furnished to yesterday's meeting was for the month of July—the worst month of the winter as for as charitablo aid is concerned—and is therefore a good month for a comparative statement reflect ins the stale of Wellington as far as this .branch of Stato • charity is concerned.
