EXCHANGE OF WAR PRISONERS
THE HAGUE AGREEMENT. ' London, July 2G. Speaking in the House of Commons, Sir George Cave explained that The Hague agreement for the exchange of prisoners' provided for. the repatriation of all combatant prisoners who had been eighteen months in captivity, and of all civilians who desire to return. Combatants would be exchanged man for man and rank for rank; but, owing to tho difference in numbers of civilians, compensation would be effected by the repatriation of additional British combatante. The exchange would include people interned in Switzerland and Holland. Special provisions were made regarding the employment of prisoners in mines, their retention in the battle area, and examination by neutral commissions. The agreement will terminate in August, .1019, by which date about 120,000 men will have been eligible for repatriation. The agreement is inoperative until it is ratified by both sides—Aus.-N.Z.
