Sir Thomas Mackenzie (High Commissioner for Now Zealand), addressing tho Edinburgh and Leith Chambers of Commerce and the Ediuwrgh Merchants Company on "The Pacific as an Import, ant Sphere of British Influenco," deplored past statesmanship which had lost us Samoa and Now Guinea, which indicated tho necessity of obtaining aud acting on overseas opinion on such matter. New Zealand had arranged for an aftorwar embargo on German goods. Suggestions from overseas at tho Imperial Conference before the war for effectivo unity had met little rcsponso at the hands of the Imperial' Government. Tho war had shown the urgency of giving the overseas dominions some voice and share of responsibility in Imperial affairs.
