A German submarine appeared off the Libpi'ian coast on April 9 and seized a small armed vessel, which she- torpedoed after making the crew prisoners. The commander threatened to bombard Monrovia, unless the authorities dismantled the wireless and closed the French cables. This was done, but later the commander insisted on the destruction of tlio wireless plant and the cable. The Government refused, and the commander thereupon bombarded Monrovia for an hour, destroyed the cable and wireless stations and caused casualties.
