PREPARATIONS FOR AN OFFENSIVE ENEMY REINFORCEMENTS. ARRIVING Rome, March 26. Austrian reinforcements continue to arrive. Military circles in Berne expect that the German offensive on the West fruit will shortly be followed by an offensive on the Italian front. Washington, March 26.
