Tho United States Bar Association liSid a meeting, and outlined plans for a/world court after the war, based on 'the contracting parties agroeing_ to submit disputes to tho International Court, not to declaro war nor begin hostilities until the court has considered tho dispute, and uso their economic and military strength to enforce the court's ruling.
