London, February 23. Lord Newtown, in the House of Lords, 6aid that Switzerland had intubated that she cannot accept furthbr contingents of incapacitated men. The Germans, in pursuance of their policy of cold-blooded murder, had announced that they were as ready to . sink their own incapacitated men as ours. ■ Consequently those interchanges for tho present bad been suspended. The Germans were only interested in a few highly-placed personages in our hands. —Jleutor.
