INVITING A STATE OF WAR New York, February 23. The "New York World's 1 ' Washington correspondent says the _ Government lias been officially informed through a neutral that Germany-views ■with disapproval America's efforts to isolate Austria from Germany. Germany also regards the preparedness plans of America as essentially warlike, and interprets them as meaning that the United States is merely seeking an excu6e for inviting a state of war.—Aus.-N.Z.
