IN GERMANY AND AUSTRIA.
London, December 19. The prodigious decline' hi the birthrate in Austria and Germany is arousing the utniost anxiety. 'In one Hungarian district, which had 170,000 births annually, owing to the drafting off of males, the birth-rate has averaged 10,000 for the past two years. ■ The loss of life threatens to equal that on tho battlefields.—Reuter, .:
