The British naval changes have caused a sensation in Berlin, which attributed them to the activities of the I German torpedo boats in tho Channel. Tlie Germans expected Sir. Balfour's resignation, and were surprised at Sir Henry Jackson's transference. Sir David Bcatty's appointment as Commander of the British Grand Fleet has caused misgivngs. His leadership at tho Battle of Jutland compelled rcspeefc and fear from the Germans.
