Mr. Anderson states that the keys to tho telephone hoses . wer'o originally'.provided by tho union, not by tho City Council, as implied by Mr. Barber. It may be remctabered that the council ' took over ' theso telephones Ironi the union in' April last,' since jvherf they \ have heeli council and the' drivers cannot'be held responsible for their misuse. Five put of the six tele--phone' boxes' could not' bo locked,"and are consequently open day and night. One in-AVakefield-'Street,-which could then bo looked, was broken open. The men complained to Mr. Doyle, inspector, 'and ho.informed them that:they (thedrivers) Tiad.no-right to lock the bos as it was council property. It. bad been open ever since.' The conditions.
