BY THE FEDERATION OF LABOUR. Bt Telegraph—Preea A/wociatiox. Christchurch, November 13. • Mr. Hiram Hunter, secretary of the United Federation of Labour, has forwarded a letter to the Hon. James Allen (Minister of Defence), requesting, on behalf of organised labour, that before tho provisions of tho Military Service Act are put into operation a ballot should bo taken for tho purpose of ascertaining whether electors are in favours of tho conscription of tho manhood of the Dominion. Tho letter contends that Parliament has no mandate from tho people to placo the Conscription, Act on tho Statuto Book.
