SOUTH AFRICAN PROPOSALS. ("The Times.") London, September 15. The correspondent of "The Times" at Cape Town reports that the Congress of tho Union Chambers of Commerce has unanimously recommended an amendment to tho South African Customs tariif, giving a substantial rebato to Empire products, a lesser preferential tariif for the Allied nations, a special anti-enemy tariff rate (tho period to be decided by an Imperial Conference), and differential charges for enemy shipping to South African ports.
