DEBATE ON THE REFERENDUM BILL. By Tclcsraph-Prcss Association-Copyrißlit Melbourne, September 16. Tho Poderal Houso of Representatives continued tho debate on conscription, several Labour members pledging their support. Mr. Charlton saw no objection to n referendum, but there should be no half-measures. If they were going to conscript life, all incomos over a living wage should go into the common oxenequer. Mr. stated that if tho referendum proposal was carried sons of naturalised Germans would bo liable for servico at tlio Government's discretion.
