In tlie House of Commons l/ord Robert Cecil (Under Secretary for Foreign Affairs) announced that Viscount Grey had directed that no naturalised foreigner, or son 'of a naturalised for r oigner, should bo appointed to the foreign diplomatic or consular services until approved by Viscount Groy himself.
