NEW APPOINTMENTS.

Australian-New Zealand Cablo Association. (Rec. August 19, 7.5 p.m.) London, August 19. The Marquis of Crewo has been appointed Minister of Education, and Mr. Arthur Henderson Paymaster-General, in order to free the latter for the duties of his position as Labour Adviser to the Government. Lord Newton becomes Assistant Foreign Under-Secretary. [Lord Newton has hitherto had charge of the Prisoners of War Department, a sphere of administration more or less within the authority of the Foreign Office. Lord Newton's appointment probably means that he is required to relieve Lord Robert Cecil of part of his work as Under-Secretary, as the latter is also Minister of Blockades.]
