GERMANS' SPIRIT OF REVENGE

Tho "Tclegraaf" says the Germans havo ordered tho whole population of Roulers indoors from two o'clock in the afternoon until eight o'clock in tho morning for three weeks, because a citizen fed Russian prisonors employed in agriculture. A number of Russian prisoners ih Belgium have died of starvation, the Gor-' mans' spirit of rovenge depriving them of tho modicum of food generally allotted.
