House of Commons by a majority of 403 votes to 105. Labour opposition to the Bill is taking shape to some-extent, notably in the passage ' of a hostile resolution by the Trades Union Congress, but there is plain . evidence of divided counsels in the Labour Party. Mr. Arthur Henderson, chairman of the party, lias resigned from the House and the 'Ministry in order to seek the authority of his constituents for supporting the Bill. He told the Trades Union Congress that he would refuse to oppose it. The offensive opened by the Russians on their southern front is developing apace, and the enemy is said to be under the necessity of withdrawing troops from other theatres in order to stiffen his defence. The Russians are nearing Czernowitz, the capital of Bukowina, and havo'gained some ground also towards the northern end of their attacking front., In tlio Western theatre the. Allies are heavily bombarding Lens, and elsewhere have wrought important damage upon the enemy's defensive works.
