PLOTTING AGAINST ALLIES ": ' ' By Telegraph—Press Association—Copyright ; Nsw York, December 20. Frederick Metzler, a, pro-German suspect, has - been arrested for plotting against the Allies. He confessed that Koenig, a director of the HamburgAmerica Line, managed au agency for fomenting schemes to destroy munition worlcs. . Twenty-five men were employed, 'of whom all reported to Captain von Papen,' the German military attache at Wash-' ington. Metzler declared "that George Fuchs, a German, agent, was dispatched by Koenig to destroy the Welland Canal in Canada, but the plot was discovered in time. [The Welland Canal is a ship canal' connecting Lake Erie with Lake Ontario, a short distauco west of the Niagara • River, to which it is roughly parallel.]
