Oa Friday afternoon tlie fir6t meeting of tlie National War "Funds Council will be held in the Joint _ Committee Room at Parliament Buildings. Tho members of this council are tho ten gentlemen who havo been appointed by the GovernmentI—tho1 —tho Mayors of the four chief oities, and three delegates from each Island. All tho members appointed liavq indicated their intention of being present-. Tho Hon. G. W. Russell (Minister of Internal Affairs) stated yesterday that several questions 1 would be submitted to tlie council. A statement would be laid before the mooting of all ths moneys that the council would hav« under its control. Tlie question of tha audit of patriotic funds would also b» a matter for the council to settle. An> other very important question would be the issuing of permits for tho collection of moneys for war funds. Tho position was that no person might lawfully collect monov without a normit, and tho council would bo asked to discuss rules to bo obsorved in the issue of fclicso permits. Very largo powers wero vested in tho Minister of Internal Affairs as Minister in Charge of the War Fluids, and as the council had been appointed to administer tho Act, ho proposed as far as-possible to consult t'he council with regard to the exercise of .the powers vested in him a-s Minister.
