VICEROY'S REVIEW BT Telegraph—Press Association-Copyrlitlit (Rec. October 3, 3 p.m.) Simla, October 2. The Viceroy of India (Viscount Hardinge), in closing the autumn session of the Legislative Council, said that he was pleased that the Hindu University Bill had bccomo law, after discussions extending over four years. Order had been restored in the Pnnjaub, ivhich had been disturbed' by the emigrants who had returned from -Canada and the United States, imbued with revolutionary ideas. He appreciated the assistance which had beer, given by the loyal people of the Punjaub in bunting down dangerous desperadoes: The Amir of Afghanistan, since the beginning of the war, had observed strict neutrality, and he believed that his attitude would be rigidly maintained. . The Viceroy jjaid. a tribute to the loyalty and patriotism which India had displayed towards the European war. "As the war progresses, the pressure will-be felt more," ho said, "but we must show the world that all attempts to create trouble and sedition in India are fruitless." ■ "The incident of the Komagata Maru, which led to serious friction at Vancouver.
