The Russian journal "Ruskoye Slovo" says: "The Kaiser displays remarkable energy. -and is attending meetings of generals everywhere. Night reviews of troops are continual. Ho arrived at Novo. Georgievsk sis hours after . the 1 capture. After each big fight he malces a personal.valuation of the victory and the acts of the commanders. He then dismisses uiitalented or' hesitating commanders—for the smallest peccadillos. When attempts are made to gloss over faults by the. remark thatHhey are old servants of tho State, the Kaiser retorts: 'They won't be employed any longer. I'm sorry such good-for-nothing fellows have been employed so long.' Once after dismissing commanders he added; 'They are'only fit for fire-logs.' "
