VANCOUVER TRADES CONGRESS DECLARATION., BjiTelegrapl—Press Association-Ocmrright (Bee. September 24, 8.5 p.m.) Ottawaj September 23. The Trades Congress at Vancouver, by 103 votes to 2S, negatived a proposal to record an attitude of. neutrality with respect to the war. ' A statement appeared in the executive's report, that, under existing conditions, Lakmr must lend every assistance to Britain and the Allies for. a, mighty effort to secure an early and final victory. It -was the proposal to delete, this passago which was defeated.
