Mr. Allen recounted his share in the work preliminary to the letting of the contract.

Mr. T. M. WILFORD (Hutt), speaking with the indulgence of the House, ar»ued that there' had. been, linreasonablo delay as between the time the Minister- first agreed to build the hospital and the. letting of the contract.
