Lord Robert Cecil (Under-Secrctary for Foreign Affairs), speaking in tho House of Commons, said that tho Government desired to stop cotton reaching Germany, but must consider the legitimate rights of neutrals. The Government did not believe that the declaration of cotton as contraband wotild be of assistance.
