MR. LLOYD GEORGE'S BILL PROPOSALS EXPLAINED r j(1 London, May 11. In the House of Commons, tie Chanr cellor of the Exchequer (Mr. Lloyd George) explained the provisions of tie Bill dealing with the drink question. Tho Government, he said, proposed that the Bill bo administered by a central board, which would advise the Government on tie question of areas. In the latter, efficient local committees of employers and workmen already existed. The supply of liquor would be in tlia hands of the Government, and could only bo obtained through tho local committees. Tho Government, he 6aid, was prepared to appoint a committee to inquire regarding the White Paper's statements relative to tho drinking habits of th# working classes. Mr.- Henderson (the Labour loader) said the party would do everything to make the Act'effective.
