He was a member of the Providence Council from 1869 to 1871, again from 1872 to. 1875 (for three years he was President: of the Council), was a member, of tlje House of Representatives 1875 to 1877 (Speaker. 1879-83), elected to. the 46th and 47th Congresses, 1879-S3;. elected U.S. Senator, on October. 5, 1881: reelected in 1886, 1892, 1898, and 1905. His last term as a Senator expired in March, 1914. He declined nomination for re-election in 1910, in order to de-' vote Ws entire time to the work of the National Monetary Commission, of which he was made, the champion on its organisation in 1908. In politics he was a Republican.]
