SUBSTANTIAL INCREASES. London, Ipril 16. The Port of London Authority has increased port rates on imported and exported goods by twenty and twentyfive per cent, from May 1, in order t<>' cover the increased cost of material, and wages in connection with the port improvement works. ' '
