A POLL OP PUBLIC OPINION (Rec. April 16, 10.20 p.m.) New York, April 16. The views of a number of prominent Englishmen regarding the prospects of peace havo been obtained. Lord Br.yce believes that tlio final settlement will hinge mainly on the action of the German people themselves. He speculates on the chances, under a defeat, of a revolt against the military cast setup by the Hohenzollerns and believes that if- the people obtain the control of their own destinies the Allies might be content with comparatively easy terms. In the absence of such a condition,' and if the Hohenzollerns are to Temain in power, the only course open to the Allies would be to cripple Germany by crushing indemnities, and docking them of every province in which there is any considerable pan-German element, razing her fortresses, and expropriating her fleet. Sir Charles Wolstein emphasises the fact that the final overthrow of the militaristic party will require the penetration into Germany of the truth fioncerjiing the war. "'When this happens the people themselves will break the power of militarism." _ Dean Inge declares that is is unlikely that the Allies will accent a draw. His countrymen had one object_ only in view, besides the compensation to Belpjum, France, aiid Poland, namely, security against another wanton breach of the peace. . ,
