PROSPECTS FOR THE ALLIES Paris, March 30. The French "Official War Review" (continued), sums up the position to January 10: "Germany failed to crush France, and sustained seven defeats of high significance. Franco established ar. impassablo barrier against the most formidable effort ever attempted. France will make an effort at her own time, when the necessary means are ready "The Germans, at Ypres, showed the cost of an insufficiently prepared offensive. "France is daily growing stronger. Tho .British have been heavily reinforced, and the number of men being trained in England is very large. "Russia continues to draw on her immense reservoir of recruits, and has hitherto only used 5 per cent, of them. . "France is superior to Germany, because the latter's wastage is greater, and her losses are double ours. As the Germans' resources have been largelv expended, they are now scarcely sufficient for-the defensive. "France will begin the offensive with tho entirety of her forces."
