GOVERNMENT SCHEME DISCUSSED London, February .23. The House of Commons has debated the Government's dye scheme. The discussion centred on the question of the security to be given after the war was ended. Mr. Austen Chamberlain declared that the investors demanded preference as the only possible security. ACTION BY THE BOARD OF . TRADE. London, February 23. The Board of Trade has circularised manufacturers that it is willing to issue licenses to import dyes from enemy countries. The ."Manchester Guardian" points out that it is necessary to establish a company to ensure the fair distribution of the dyes in Great Britain, but the Government does not intend to deal harshly with non-subscribers to the scheme. Already it has arranged for a considerable supply from Switzerland, and to ensure the adequate use of foreign patents will permit alcohol to be free of duty.
