HYDRO-AEROPLANES ARE NOT WAR VESSELS
UNITED STATES'S REPLY TO GERMANY Washington, February 1. Mr. W. J. Bryan (Secretary of State for the United States), replying to the German protest, asserts that hydroaeroplanes are not war vessels. Therefore the shipment thereof to the Allies is not a. breach of neutrality. A cable message a few days ago stated that Germany had vigorously protested against America shipping hydro-aero-planes to the Allies, relying on The Hague Convention, Article 8. Article 8 of The Hague Convention of 1907 relates to neutrality in naval warfare, and is as follows:' "A neutral Government is bound to use the means at its disposal to prevent, within its jurisdiction, the equipping or arming of any vessel which it has any reasonable suspicion of being destined _ to act as a cruiser or to join in hostile operations against a Power "with which it l is at peace.". It is also bound, in tho same terms, to prevent the departure of any such vessel.
