December 1, 9 p.m.) London, December 7. ,' The Press Bureau, replying to gations that Britain contemplated forestalling Germany's invasion of Belgium, publishes Sir Edward Grey's dispatch of April 7, 1913, communicated to the Bolgian Government in consequence of similar rumours which, were then boing circulated. Sir Edward Grey eaid that if Britain first violated Belgian's neutrality that would give Germany justification for sending_ troops. He added: "So long as Belgium's neutrality is not violated, Britain will not send troops to. fielgium."'
