The Premier (Signor Salandra), speaking at fho opening of Parliament, declared that neutrality could not be the exclusive aim of Italian policy. The political configuration of Europe was, he said, perhaps about to be transformed, and. Italy must maintain' her vital interests and juat aspirations. WHAT HAPPENED IN" 'AUGUST, 1913. . (Reo. December 7, 8.50 p.m.) . \ . Rome, December 7. ' Signor Giolitti (ex-Premier of. Italy), speaking in the Chamber of Deputies, disolosed the fact that on August 9, 1913, Austria notified the late Marquis di San Giuliano (the Foreign Minister), that she proposed to issue an ultimatum to Servia. \ This Note, said Signor Giolitti, , was substantially identical with that delivered in 1914. Austria invoked Italy to. recognise that there existed a "casus foederi? , (a case stipulated by treaty), involving military • participation with Germany. The Marquis di San Gijiliano ■ replied that it was not a defensiveLwar, and that therefore the Triplice's Treaty did not apply. The Marquis added that he hoped that Germany would 'exert herinfluence to dissuade Austria from so perilous an adventure, and as the result, Austria and Germany recognised that the Italian interpretation of the treaty was a just one. ■ . .
