MORE ABOUT THE FRENCH YELLOW BOOK (Rec. December 2, 6.15 p.m.) London, December 1. Further extracts from the French Yellow Book show that the treaty of. 1911, while recognising France's position jn. Morocco, created tho deepest disappointment in Germany, which, imagined that France was moribund,', and whose African heritage she must annex. > She was determined to have one -with France. ■' • In April last, M. Etionne" (the then Minister of War) sent M. Jounart, a Gorman official secret report, which stated, that "neither the ridiculous clamours for revenge by French, Jingoes, the English gnashing.of teeth, nor tho gestures,of the.Slays, will deter us from extending Germanism throughout the entire world. It is our sacred duty to sharpen our sword." M. Jules Cambon (French Ambassador at Berlin) wrote on May 19, 1913, at the end of the Balkan Conference: "Field-Marshal von Moltko ■ declared that when war becomes necessary, it must be waged by ranging all ' tho chances on pur own side.. Success alone justifies it. Germany must not give Russia time to mobilise, or be obliged to maintain in the East forces which would leave her inferior in tho West. _ We must 'therefore forestall our principal adversary immediately. There arenine chances out of ten that we are going to have war, and we must beßiii without waiting for the order, and brutally crush all resistance."
