It is understood that the Germans have a number of secret rendezvous where they meet colliers, thus obviating calls at neutial ports for coal supplies. NEUTRAL ZONE IN SOUTH AMERICAN -WATERS. President Wilson announces that 'the establishment of neutral zones in South American waters, as the Republics requested, is impossible without the assent ■of the European Powers. NEW MENACE IN THE'CHANNEL ACTIVITY OF GERMAN SUBMARINES. ("Times" and Sydney "Sun" Services.) London, December 1. The "Times's" naval correspondent says that the destruction of the German submarines at Zeebrugge by the British.is likely to have some influence upon the activity of these pests. Howover, they cannot be kept out of the Channel, aud presently they will be found still further westward, and increased vigilance is required. TEST FOR BRITISH SEAMANSHIP. (Rec.
