President Wilson announces that 'the establishment of neutral zones in South American waters, as the Republics requested, is impossible without the assent ■of the European Powers. NEW MENACE IN THE'CHANNEL ACTIVITY OF GERMAN SUBMARINES. ("Times" and Sydney "Sun" Services.) London, December 1. The "Times's" naval correspondent says that the destruction of the German submarines at Zeebrugge by the British.is likely to have some influence upon the activity of these pests. Howover, they cannot be kept out of the Channel, aud presently they will be found still further westward, and increased vigilance is required. TEST FOR BRITISH SEAMANSHIP. (Rec. The "Daily Telegraph" points out that Germany has considerably, more submarines than was at first supposed,having exercised a. presumption over an unknown number of vessels which were being constructed at the Dantzig or Germania Yards for lesser European and other navies. ■The "Telegraph" expresses the opinion, however, , that the achievements of the German submarines will be less, remarkable in future than hitherto, as the British Fleet, by speed and the use of the helm, ib showing its ability "to avoid submarine attacks., RUMOURED COURT-MARTIAL FOR EMDEN'S.'CAPTAIN. . ■'••■' Fremantle, December 2.
