DISCUSSION IN HOUSE OF REPRESENTATIVES Washington, December 1. 'Admiral Blue, in his evidence before tho House of Representatives' Naval Ofiicere' Committee, contended that 240 officers and 4500 men wore needed to fully equip American warships, which were undermanned. The Naval Estimates for the present year total £29,000,000._ /■■■■ Mr. Gardiner introduced a resolution in the House of Representatives asking for an investigation into the. military strength. Ho expressed strong objection to Germany's action in Belgium. President Wilson states'that he believes that such an ; inquiry would bo useless, and is not likely to.disclose anything not known at present. If tho United States now starts to strengthen her forces, Germany may take it as directed against her. The United States, according to the President, hopes to play the part of peacemaker after 'the war. Any-action now would be injudicious. i
