The South 'American Republics have aslcecl the United States to co-oper-ate with them to exclude all warships from North and South American waters, and havo urged that a series of diplomatic conferences should be held at which negotiations could be opened with the belligerents to arringe a modus operandi. The" Republics state tfhat trade has been paralysed between North and South America, and they are anxious to Testore same as soon as possible. Argentina, Chile, Peru, and Uruguay have already made proposals to the United States asking for co-operation. Tho Columbian Minister has publicly announced that Columbia has maintained the strictest neutrality since the war broke out, and if Britain and France can show evidence of infringement, Columbia would immediately punish the persons involved. _ • The wireless station complained about was under strict supervision. M. Belancourt, First Secretary of the Legation, admitted that it was possible the Germans had erected another secret station, and fruitless efforts have been made by the United States to find such upon the Pacifio Coast; when they, knew of their existence they showed no difficulty in dealing with them.
