DECLARATION OF LONDON IN QUESTION. (Reo. November 26, 7.36 p.m.) Washington, November 25. Count Bernstorff (German. Ambassador' at Washington) has formally lodged a protest to the United States against the Allies' violation of tho Declaration of London.

REPLY TO THE COUNT. Washington, November 25. The. State Department has informed Count Bernstoff that as the Declaration of London was not adopted by all the Powers, and not,agreed to by the belligerents at the outbreak of war as a temporary basis of action for all parties, the United States is entitled to disregard tho Declaration and treat matters arising out of the war or belligerent seizure, by. previously existing International Law.
