Admiral Von Tirpitz (Secretary to the Navy) is holding the ehips buck till the moment comes when the sudden and expected decisive blow will influence tho situation so as to enable Germany to dictate a settlement favourable to herself. He adds:."The Germans are obsessed by the belief that England will cay 'Enough' the moment English blood is spilt on English soil."
