INADEQUATE RESOURCES EMPHASISED Washington, November 18. Major-General WotJierspoon (retired) writes to the newspapers, pointing out that it' is impossible to protect the American colonies at the Panama Canal with the present forces at tho disposal of the United States. The army ought to, be increased until half a million troops, including reserves, are available. Any first-class military Power could menace Panama, while the Philippines would easily fall a proy, as the present force showed a deficiency, of 33 per cent.
