Great Britain's announcement , that cotton will not be regarded as contraband of war has eased the situation, and the shipment of several hundred thousand dollars' worth to' 'Germany through Italian ports has already been negotiated. Heavy consignments of foodstuffs are also being sent to Germany via Italy.
