TRUMPED-UP CASES. (llec. October. 11, 5.5 p.m.) London, October 10. The "Daily Telegraph" publishes extracts from the late Captain Bertrand Stewart's memorandum which was submitted to all Ministers, in the.Overseas Dominions, emphasising the Germans' system in recent years of instigating trumped-up cases of English spying, with a view to exciting.the public to demand more ships and men, also describing sham trials based on mendacious evidence, and cruelties in prisons. The "Daily Telegraph" is of opinion tliat the revelations in tho memorandum have had some part in uniting the Empire against tho Germans.
