COMMONWEALTH PARLIAMENT

LABOUR'S POLICY MEASURES. (Rec. October 8, 9.45 p.m.) Melbourne, October 7. The Governor-General, Sir Ronald Munro-Ferguson, opened the new Federal Parliament to-day. There was a big attendance. The Speech- forecasted the introduction of Bills to cover the expenditure on the Expeditionary Forces and financial proposals to meet war conditions and the dislocation of trade; also pensions for the forces on active service and their dependents. It is proposed to ask Parliament to make a free gift of £100,000 < to Belgium. Thoro aro other proposals to increase the old age and invalid pensions, and to provide pensions for widows and orphans. The tariff is t to be amended. Measures will bo introduced to promote the production and manufacture of raw materials; to secure new markets : uniform railway gauge; constitutional amendments regarding the initiative and referendum; development of the Northern Territory; and the creation of a line of Commonwealth steamers.

OBITUARY.

(Rec. October 8, 10.30 p.m.) London, October 7. Sir William Oarrington was found dead in bed. He was in attendance at Court yesterday.

SPEAKER AND PRESIDENT.

(Rec.\ October 9, 0.45 a.m.) Melbourne, October 8. " The Hon. Oharles M'Donald.has been elected Speaker of the House of Representatives, and Senator Thomas Givens (Queensland) President of the Senate. It is expected Mr. Fisher (Prime Minister) will deliver . the Budget on Wednesday, when he will outline the proposed taxation to cover the war exigencies. It is understood the Commonwealth and States have agreed on joint action' in raising future loans for, public works, whether raised in the Commonwealth or London.

AMERICAN PEACE TREATIES.

Washington, Ootober 7. Mr.. W. J. Bryan, United States Secretary of State, is endeavouring to arrange_ peace treaties with Germany, Austria-Hungary, and Japan, similar to those between the United States and other countries.

INDIAN CONSPIRACY CASES.

Delhi, October 6. Three of the men concerned in the Delhi conspiracy cases have been sentenced to death, and five others sentenced to transportation.

VESSEL OVERDUE.

Sydney, October 8. Fears are entertained as to the safety of the coal-laden barque Invergarr'y (1416 tons, owned by G. Milne and Co., Aberdeen). She left Newcastle for San Francisco on June 2 and hifs not been heard of since.

STATE* WHEAT FARM.

Sydney, October 8. It is estimated that the Government's scheme for tho establishment of a _ farm of 600,000 acres at Wj along will cost a million pounds.

.ALBANIA'S NEW RULER.

Rome, Ootober 7. Ten thousand of Essad Pasha's troops have occupied strategio points at Durazzo. Essad Pasha entered the city, and was elected President of the Provisional Government. Ho installed himself in Prince William of Wied's apartments.
