QUESTION OF CYPHER ADDRESSES Tho Hon. J. Diithie gave notice in the Legislative Council yesterday that' on Thursday ho would niovo:—"To ask tho Hon. the Leader of the Council whether, whilo the use of English words in the body of cable messages and open to the censor may still be desirable, might not the use of tho registered cypher addresses by. tho established mercantile firms and companies now be permitted, and -will tho Government make representations thereon to the, British authorities." •
