( The Premier (Mr. Scaddan) introduced a Bill providing for popular initiative' and ioferendum. . , '■ Tho Leader of tho Opposition condemned tho waste of public money in Stato enterprise's which did not pay expenses. Tho Premier warmly claimed that the enterprises had benefited the public, and that large- borrowing and spending had preraited financial chaos.
