NEW MOVE IN AMERICAN SENATE. By Telegraph—Press Aeeociation—Copyright ' (Rec. May 19, 10.50 p.m.) Washington, May 18. A determined move is pending in the Senate to substitute for tho repeal of the Exemption Bill, a measure providing for arbitration on the wholo question. Senator Sutherland, who is leading tho coalition, favours arbitration, and Senator Morris lias introduced tho necessary resolution. Senators Root and Lodge favour tho proposal, but as a two-thirds vote is required to carry an Arbitration Bill, Senator Sutherland's proitosal is not likely to be carried. . PANAMA CANAL OPENING. New York, May 18. The opening of the Panama Canal foi commercial purposes has been provisionally fixed for July 1. The event, however, may perhaps be earlier. —"Times" and Sydney "Sun" Services.,
